The equipment was migrated wrongly from another system with field B_CHARGE= NC (no cost). The only question I can answer you is that field B_CHARGE belongs to table EQBS, therefore it is 100% STANDARD field.

So, it should be an easy way via SPRO to make that field changeable, I suppose so.
