Have you tried to change WERKS using other exit??
As my assumption---
Components can be consumed either from Planning Plant or Maintenance Plant. So Responsible plant for Components can be either of these two. But for Services, Planning Plant is the responsible one.
So it could be the reason why system is not allowing to change the Service PR plant.
