Change of Notification type is not possible if the notification category is Maintenance Notification. Its only possible with General Notification category.
I had a same requirement & checked with SAP as well.
Below is the reply from SAP:
this functionality is just working when the source notification is a General notification. From General Notification you
could change to any notification.
There is the user-exit QQMA0029 but I think that it's not helpful in this case.
