can we structure the functional location hierarchy with the combination of location wise and process wise?

Dear PM Guru's

i have one doubt in functional location. when we define the functional location edit mask and hierarchy shall we use the two or more strategies like we have three options to define the functional location hierarchy like , location, process and technical. from out of these three can i use two methods to define a hierarchy?
