I suggest couple of things:

1) Check your Evaluation Paths! Align them with the ones used in the programs which should be run. (/MRSS/SGE_PN_MNT and /MRSS/HCM_RPTWFMIF). Most of my issues were caused by the wrong/missing evaluation paths.
