Materials / External Services are to linked with Material group & Cost element.
Material group is for reporting purpose as well as for creation PR, PO, etc., Cost element is to post the expense in some G/L.
Materials can have Material master to bring the Material group & OBYC settings to bring Cost element.
But for PM02 services (just short text) doesn't have any master data, those details should be entered in PM Order or at configuration.
