Thanks for you prompt response. I got your point , if I will put Order release=" " and order completion ="2" in permit setting than I can call the all permit in auto:)
But actually our client has a very typical requirement . They want to get the "release strategy" kind functionality in reservation also.
like wise if any person wants to create a reservation of more than 100000 than he has to take a special approval as on for above values.
That's why I was just checking whether we can control PM reservation somehow at any extent.
so that at least user has to go for approval before or after (release or completion) getting the work done (getting material issued).
But the silly problem with my client is that they are already using 15 user status 
so I have no plan to add more to that number ,but yes one thing I can do is to try assigning user status at operation level. But it will be my 2nd preference.
My first preference is to get any solution by using permit functionality.
