Incorrect Scheduled Call in Strategy based counter plan

Hi,

I have a strategy based counter plan which has an annual estimate of 600 Hrs. The strategy cycle is 1.5k/3k/8k hrs, 1.5 k cycle is the New start cycle called in Oct-2013 which was completed in Dec-2013 with a counter reading of 2200 at completion. The current counter reading is 3100 but there is a scheduled call for 3K cycle in July-2014 which is incorrect. Can anyone suggest what is the issue in the plan?
