I would propose that you create an Order Type and assign a User Status Profile in which you only create 1 status e.g. "NOCA - No Order Costs Allowed". The status should be numbered, and in the business transaction control for this user status, set the ones relevant to costs posting to "Forbidden".
The singular, numbered user status dictates that the users can't take it off the Order to allow costs posting. Alternatively, you may make it a non-numbered status to be optional.
This is not compatible with any other numbered status management for this Order Type. If you require numbered status management apart from this, make NOCA a non-numbered initial status with authorization key and control it with authorizations & roles.
