Are you using Alternative Labeling system for FL???

If so, please check the below note

Note 870256 - Functional location: Alternative labeling and profile

Note 1292157 - FLOC alternate labeling (long ID) is not supported in CCM2

Many notes refers to Alternative Labeling. Please check that.
